Long time critic of the Governments’ plan for Home Information Packs confirms that there will be enough Domestic Energy Assessors for launch of Hips.Henry Pryor confirms that the major concern over the number of available Energy Assessors appears to be unfounded. Having argued that the Governments proposals to speed up the house selling process were flawed, with the introduction of a mandatory pack on 1st June now looking like it will be rammed through, Pryor is putting the finishing touches to a “HiP Exchange” which will allow Pack providers and Energy Assessors to bid to provide a full pack or just the important Energy Certificate or EPC. “Like many critics we have had to plan for an unwelcome result and despite the debate in the House today and the RICS’s late challenge, like most agents, we expect the timetable to remain and that HiPs will be a reality this summer”, said Pryor. “Demand for Packs is bound to be artificially low in the first couple of months as many savvy sellers will already have ensured that they have started to market their property before the end of May and will therefore avoid the need for a pack.
“In the past week as news of our plans for The HiP Exchange have spread, we have had over 150 freelance Energy Assessors join our panel which gives us the ability to deliver over 12,000 EPC’s a month. This is roughly the total number of houses that come onto the market in the whole of Greater London every month. I can see no reason why agents, lawyers or indeed the public shouldn’t be able to get an EPC arranged although it is clear that getting them turned around within a couple of days is going to be more expensive than the HiP industry or government had planned.” said Pryor.
