Commenting on the announcement to roll out HIPs to cover all properties in England and Wales, Louise Cuming, head of mortgages at price comparison site moneysupermarket.com, said: “The Government’s move will be an unwelcome Christmas present for many planning to sell their house post December 14.

“At least by extending legislation to all homes the Government will finally put an end to the farce surrounding ‘when is a bedroom not a bedroom’. However, the HIPs debate will not be easily quashed. HIPS will continue to be fundamentally flawed for as long as they remain a watered down version of what was initially proposed.”
